Neal Bisno is President of SEIU Healthcare Pennsylvania, the state’s largest union of nurses and healthcare workers, representing nearly 25,000 frontline staff in hospitals, nursing homes, home and community based services, and State facilities. Neal has been working in the labor movement since 1989 and has served in various leadership capacities at SEIU Healthcare Pennsylvania since 1995.
 
Neal’s efforts have helped thousands of nurses and healthcare workers improve their work environment and the care they provide to their patients. Members of SEIU Healthcare Pennsylvania have achieved breakthrough patient safety provisions in their union contracts setting safe, minimum RN to patient ratios and banning mandatory overtime for nurses and healthcare workers. Neal was a key architect of Act 102 of 2008, the landmark law prohibiting mandatory overtime for Pennsylvania healthcare workers, and SEIU Healthcare Pennsylvania members were the major grassroots advocates whose efforts secured passage of this important legislation.
 
Neal is an International Vice President of SEIU and serves on the SEIU International Executive Board, the SEIU Pennsylvania State Council Executive Board, and the Pennsylvania AFL-CIO Executive Committee. He is a Co-Chair of the Pennsylvania Center for Health Careers and a member of the Pennsylvania Health Care Cost Containment Council. He served on Governor Rendell’s Healthcare Reform Implementation Advisory Commission as well as the Incentive Realignment Committee of the Pennsylvania Chronic Care Commission.
 
Neal is a Trustee of the SEIU Healthcare Pennsylvania Training and Education Fund, a labor-management partnership that has pioneered programs to enhance the skills of frontline caregivers and build healthcare career paths for Pennsylvania workers. He is also a Trustee of the Pennsylvania Employee Benefits Trust Fund and the SEIU Healthcare Pennsylvania Health and Welfare Fund.
 
Neal lives in Pittsburgh with his partner Lisa Frank and their son, Sam.
